MDOT MVA Fee Changes Coming July 1, 2025: What you need to know

Maryland Is updating MVA fees, and it affects you

On July 1, 2025, the Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) will increase fees for various vehicle-related services. These updates are the result of House Bill 352 (HB 352), which is part of the state’s Budget Reconciliation and Financing Act (BRFA), passed in 2025.

What Is HB 352?

House Bill 352 (HB 352) is a law passed by the Maryland General Assembly that adjusts state agency funding through updated service fees. In this case, the bill allows the MDOT MVA to revise and increase certain charges it collects from the public.

This legislation aims to ensure sufficient funding for transportation services and infrastructure, but it also means that drivers and vehicle owners will pay more for common MVA transactions.

Key Changes Starting July 1, 2025

1. Adjusted Vehicle Registration Fees

The MVA will increase registration fees for the following:

  • Class A and M vehicles over 3,700 lbs
  • Class E trucks over 5,000 lbs
  • Rental vehicles in Classes A, D, E, F, G, and M

2. Updated Historic Vehicle Eligibility

The definition of a historic vehicle (Class L) is changing:

  • Only vehicles from model year 1999 or older will qualify
  • Vehicles from 2000 to 2005 must switch to standard registration

These reclassified vehicles will now:

  • Be subject to VEIP emissions inspections
  • Require a safety inspection if none exists on file for the current owner

3. Excise Tax Adjustments

New excise tax rates will apply:

  • Rental vehicles: 3.5%
  • All other vehicles: 6.5%
  • The minimum tax remains based on a $640 purchase price

Special case – Out-of-state titles:

  • If the vehicle was titled in a state with a tax rate above 6.5%, Maryland will continue to apply the $100 excise tax cap

Contract date matters:

  • June 2025 acquisition:
    • 6.0% for standard vehicles
    • 0% for rental vehicles
  • July 2025 acquisition:
    • 6.5% for standard vehicles
    • 3.5% for qualifying rentals

4. New Certificate of Title Fees

5. Renewals, Temporary Tags, and Corrections

  • Registrations expiring in June 2025 or earlier: current fees still apply, even if paid after July 1
  • Registrations expiring in July 2025 or later: new fees apply, even if paid before July 1
  • Expired registrations (over 6 months): must be renewed in person, and the new registration period will reflect the renewal month; new fees apply if renewed after July 1
  • Tag transfers or corrections: no additional registration fee required
